►On Site Energy Efficiency and Environment Assessment by International Expert Team According to the content of ¡°Comprehensive Program to Improve Energy Efficiency, Increase the Use of Alternative Fuels and Raw Materials, and Reduce Emissions in the Cement Sector in China¡±, an international expert team, organizing by National Development and Reform Commission (NDRC), China Cement Association (CCA) and China Building Materials Academy (CBMA) and leading by Mr. LIU Ming, Director of Department of Industry of NDRC, visited Qingzhou CUCC in Shandong, Tianrui Group Cement Co., Ltd in Henan and Yatai Mingcheng Cement Co., Ltd in Jilin to carry out on-site energy efficiency and environment assessment during 26th Oct to 2nd Nov 2009. Prof. SUI Tongbo, Vice-President of CBMA, was in charge of the assessment as the representative of Chinese experts. Comprehensive Program to Improve Energy Efficiency, Increase the Use of Alternative Fuels and Raw Materials, and Reduce Emissions in the Cement Sector in China, undertaken by Sino-US government, aims to invent, implement and diffuse the energy efficiency improvement and emission reduction technologies, as well as to increase alternative fuel use in China cement industry. The assessment was another important work after the 3rd International Workshop on Improving Energy Efficiency and Reducing Emissions in China Cement Sector held on July, 2009. On-site assessment adopted three international tools: Cement Sustainability Initiative (CSI), Benchmarking and Energy Saving Tool (BEST) and Process Heating Assessment and Survey Tool (PHAST). With the view of providing useful reference for the program¡¯s further implementation, the three cement companies were selected as pilot companies from 42 large scale cement companies.
Senior officers of local government and cement companies paid close attention to the assessment work. The three cement companies set up reception team consisting of general manager and senior technician to ensure the success of assessment. Assessment report and improving suggestions, given by the international expert team, pointed out development direction of energy saving and emission reduction for companies. Besides, some foreign experts introduced advanced energy efficiency and emission reduction cases in developed countries. Great appreciation was given by cement companies for experts¡¯ arduous work. The success of this on-site assessment was attributed to the diligent, precise and high efficient work of international expert team and close cooperation with local government and cement companies. ¡°Great progress has been made by the three cement companies in terms of energy saving and emission reduction. But, comparing with developed countries, we still have a long way to go. So it is necessary to learn advanced experience to realize clean production in China cement industry¡±, said by Mr. LIU Ming, Director of Department of Industry of NDRC. Dr. Lynn Price from Lawrence Berkley National Laboratory (LBNL) said, ¡°We have learned that energy saving and emission reduction technologies have made remarkable achievement in China cement industry through this assessment. We wish the three cement companies could continue to make effort and set splendid examples for other cement companies.¡± She also said she would make more countries understand what efforts Chinese government had made in energy saving and emission reduction as well as what achievements they had acquired.
